Local Strategies

There are a number of local strategies being implemented across the City of Guelph and Wellington County that have a significant impact on services for children and youth.

City of Guelph Strategic Plan

Guelph. An inclusive, connected, prosperous city where we look after each other and the environment.
The City of Guelph provides services and programs to Guelph’s 130,000+ residents, businesses and visitors — a number that will continue to grow rapidly in the coming years. This Strategic Plan will guide the City's passionate employees as they deliver those programs and services, engage with residents and businesses and find innovative ways to create a future-ready Guelph.

 Growing Great Generations Community Plan 

 Growing Great Generations (GGG) is the integrated planning framework for children and youth services (birth to 18 years of age) in the Wellington services delivery area. The Wellington service delivery area consists of the City of Guelph and the seven municipalities of the County of Wellington (Centre Wellington, Erin, Guelph/Eramosa, Minto, Mapleton, Puslinch and Wellington North).

The purpose of the GGG Community Plan is to identify and make public broad goals for improving community services for children and youth in Wellington. This Community Plan was developed by the GGG Planning Table as part of their planning responsibility. The GGG Planning Table supports planning of community services for children and youth in an integrated way based on a shared view of child and youth well-being and the services that support them.

Toward Common Ground Wellbeing Framework

Toward Common Ground partners created a wellbeing framework to act as a common language tool and lens for stakeholders of social and health wellbeing in Guelph and Wellington. The purpose of this framework is to assist us to:

  • understand needs, gaps, strengths;
  • take strategic action; and
  • measure impact.

The framework has three parts:

  • Common Language and Understanding 
  • Understanding Interventions and Impact 
  • Implementation

 

Wellington County Strategic Action Plan

As a true demonstration of collaboration, the process to develop this Strategic Action Plan engaged County senior staff and elected municipal leaders through an open and transparent environment. Great things are already happening in the County. The aim of this action plan is not to change direction but instead offer suggestions to help strengthen the County’s corporate culture, collaborative nature, cohesiveness and decision-making processes. There are strong corporate values in place, and although not written everyone seems to understand the County is about serving people. The plan is focusing on the current term of County Council and does not aim to focus on individual projects or opportunities. Instead, the plan is centred around how the County capitalizes on potential opportunities in the future. By putting in place mechanisms to ensure the current corporate culture continues will ensure the success of the future of the County.

 Provincial Strategies

There are a number of provincial strategies being implemented across Ontario that have a significant impact on services for children and youth.

 

Child Welfare Redesign Strategy

 

The child welfare redesign strategy focuses on transforming child and family services to strengthen families and communities through prevention, early intervention and seeking more permanent homes for children and youth in care when they cannot stay in their own homes or communities.

Transforming child and family services is a significant undertaking and will take time. Working in partnership with Indigenous partners, children, youth and families (including a focus on diverse communities), community service providers, the child welfare sector and other health and social services partners, the government intends to take a phased and measured approach to implement redesigned services and systems that are effective, sustainable and accountable.

Ontario’s Anti-Human Trafficking Strategy 2020-2025

 

Human trafficking is one of the fastest-growing crimes worldwide. In Ontario, the majority of reported cases involve sexual exploitation, which may also be referred to as sex trafficking. Young women and girls are particularly at risk, though boys, men and people who identify as 2SLGBTQ+ are also targeted.

  • The average age of recruitment into sex trafficking is 13 years old.
  • Over 70% of human trafficking victims identified by police are under the age of 25.
  • Approximately two-thirds of police-reported human trafficking cases in Canada occur in Ontario.

To combat the growing problem of child sexual exploitation in the province, Ontario is investing $307 million from 2020 to 2025 on a new anti-human trafficking strategy. Ontario’s plan represents the largest total investment in dedicated anti-human trafficking supports and services in Canada.

 

Ontario's Indigenous Children and Youth Strategy

 

Since 2013, the Ministry of Children, Community and Social Services has engaged collaboratively with representatives of First Nations, Inuit, and Métis communities, as well as Indigenous service providers, to better understand their perspectives on improving outcomes for First Nations, Inuit, and Métis children, youth, families and communities.

Through this engagement, Indigenous partners and Ontario have co-developed a strategic framework that takes a whole-of-government approach to supporting programs, policies and services impacting First Nation, Inuit and Métis children, youth and families. This framework is the Ontario Indigenous Children and Youth Strategy (OICYS).

 

Ontario's Special Needs Strategy

 Ontario is taking steps to support children and youth with special needs get services they need at home, at school, in the community and as they transition to adulthood. Ontario is working together with service providers and educators across the province to develop a more coordinated system and help children and youth receive timely and integrated services. Roadmap to Wellness

 As the name implies, Roadmap to Wellness is a guide to building a comprehensive and connected mental health and addictions system that is sensitive to the needs of Ontario’s diverse population. It will be a system that people find easier to navigate and where they can access the right level of care to meet their needs. Ontarians will no longer feel lost or unsupported.
